Purpose

Procurement of a new Street
Outreach, Tenancy Sustainment and Resettlement Service aligns with
Croydon’s Rough Sleeping and Homelessness Strategy, which was
approved by the Full Council on 17 July 2024 and, more recently,
the external needs analysis of Supported Housing commissioned by
the Council and undertaken by Homeless Link, external
consultants. 
 
This service is designed to
find and document people who are Rough Sleeping on Croydon’s
streets, then case manage them as soon as possible, so that they
receive emergency accommodation and assessment. 
 
This service will operate in
conjunction with the Croydon Anti-Social Behaviour Enforcement Team
and additionally seek to address and consequently reduce
anti-social behaviour on the streets of Croydon.

to:
 
Approve the strategy set out in
this report for the re procurement of the Street Outreach Tenancy
Sustainment and Resettlement Services with an estimated annual cost
of £330k per year, and an aggregated total of £2.3
million over its 7-year term.    

Reasons for the decision

Procurement of a new Street

appropriate, or otherwise be diverted off the streets.  This
service will operate in conjunction with the Croydon Anti-Social
Behaviour Enforcement Team and additionally seek to address and
consequently reduce anti-social behaviour on the streets of Croydon
particularly where people sleeping rough do not engage with support
offered to move them off the streets.
