Content

For the reasons set out in the
report, the Executive Mayor AGREED:
 
2.1To approve
the implementation of following elements of the Dingwall Road
Public Realm Improvement scheme:
 
·        
Renewal of the footway paving at the following
locations:
o  
Dingwall Road (south), between Lansdowne Road and
George Street;
o  
Lansdowne Road (west), between Walpole Road and
Dingwall Road;
o  
Dingwall Road / Lansdowne Road junction;
and
o  
George Street (north side between Dingwall Road and
East Croydon Station)
·        
Removal of the mandatory cycle lanes at the Dingwall
Road / Lansdowne Road junction;
·        
Introduction of shared-used footway around the
Dingwall Road / Lansdowne Road junction;
·        
Removal of the cycle wands and cycle defenders at
the following locations:
o  
Lansdowne Road (west), between Walpole Road and
Dingwall Road;
o  
Dingwall Road / Lansdowne Road junction;
o  
Dingwall Road (south), between Lansdowne Road and
George Street; and
o  
Dingwall Road (north), between Lansdowne Road and
Sydenham Road;
·        
Resurfacing of the carriageway at the following
locations:
o  
Lansdowne Road (west), between Walpole Road and
Dingwall Road;
o  
Dingwall Road / Lansdowne Road junction;
o  
Dingwall Road (south), between AMP House and George
Street;
o  
Dingwall Road / George Street junction;
and
o  
Lansdowne Road (east), between Dingwall Road and the
entrance to Ruskin Square Plots E-F car park.
·        
New planting, lighting, seating and sustainable
urban drainage systems at the Dingwall Road / Lansdowne Road
junction;
·        
Installation of new segregation between the
bi-directional cycleway and traffic lane on Dingwall Road (south)
and raising of the cycleway to footway level on approach to George
Street;
·        
Installation of buff-coloured surfacing on the
bi-directional cycleway on Dingwall Road (south); and
·        
Installation of a pedestrian refuge island on
Dingwall Road outside Ruskin Square Park.
 
2.2To authorise
officers to commence the statutory consultation, including giving
public notice, for the following:
 
·        
to relocate the taxi parking bay and disabled
parking bays on the southside of Lansdowne Road (east) 25m
eastwards to accommodate a new parallel crossing on Lansdowne Road
(east);
·        
to remove the diagonal road closure on the Lansdowne
Road / Dingwall Road junction, between Lansdowne Road (west) and
Dingwall Road (north) in order to convert this junction to a
roundabout; and
·        
to introduce a 19.0m
solo-motorcycle parking bay on Dingwall Road (south) outside AMP
House.
 
2.3Subject to
consideration of any objections which may be received following
statutory consultation and on giving public notice in respect of
the proposals in paragraph 2.2, to authorise officers to make or
amend the Traffic Management Orders (TMOs) as necessary in
accordance with the Road Traffic Regulation Act 1984 (as amended)
and associated Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996 (the 1996 Regulations) and
comply with all other publication, procedural and substantive
requirements to give effect to the proposals.
 
2.4To agree to
authorise officers to issue notice to the public and Secretary of
State for Transport, and consult with the Chief Officers of
emergency services, in accordance with sections 90C and 90CA of the
Highways Act 1980, and Regulation 3 of The Highways (Road Humps)
Regulations 1999, to construct a road hump in the form of a raised
entry treatment at the Lansdowne Road / Walpole Road
junction. 
 
2.5Subject to no
objections or comments being received from the Chief Officers of
emergency services or from the Secretary of State for Transport in
relation to the proposal in paragraph 2.4, to construct the
proposed raised entry treatment in accordance with Sections 90A to
90F of the Highways Act 1980, The Highways (Road Humps) Regulations
1999 and the Traffic Signs Regulations and General Directions 2016
as amended.
 
2.6To authorise
officers to give public notice and consult the Chief Officer of
Police, pursuant to Section 23 of the Road Traffic Regulation Act
1984, for the following pedestrian crossing
improvements:
 
·        
Parallel pedestrian crossings at the Lansdowne Road
/ Dingwall Road junction on the Lansdowne Road (west), Dingwall
Road (north), Lansdowne Road (east) and Dingwall Road (south)
arms;
·        
Dingwall Road / George Street signalised junction
– additional cycle stage; and
·        
Dingwall Road / George Street signalised junction
– reduction of the stagger on the George Street (east)
arm.
 
2.7Subject to no
objections being received from the Chief Officer of Police and
following giving of public notice, to agree to implement the
proposals in paragraph 2.6. Note that implementation of the
parallel pedestrian crossing on the Lansdowne Road (east) arm of
the Dingwall Road / Lansdowne Road junction will be subject to the
outcome of the statutory consultation to relocate the taxi parking
bay and disabled parking bays on the southside of Lansdowne Road
(east) 25m eastwards.
 
2.8Note that any
objections received following the statutory consultation and on the
giving of public notice of the proposals set out in this report
will be reported to the Executive Mayor for
consideration.
 
2.9To authorise
officers to publish a notice, pursuant to Section 58 of the New
Roads and Street Works Act 1991 (NRSWA), relating to a proposed
restriction on street works for a period of 2 years for carriageway
construction and 3 years for footway reconstruction at the
locations in paragraph 2.1.
