Purpose
The report will request the
Executive Mayor to enter into a Nomination Agreement for upto 100
units with St Martins of Tours a Registered Provider
(RP).
The Council will discharge its
housing duties and achieve revenue savings from meeting its
prevention duties and avoiding expensive private sector housing. St
Martin’s also provide mental health support and the Council
has a large number of single households who have previous history
of mental health challenges. St Martins will provide this floating
Mental Health support to upto 25 single households.
The Council will only pay a
property incentive payment of £2500 per households with
Mental Health history and no other incentive payment will be made.
The incentive payment will be used towards ensuring St Martins can
provide additional resource for the floating support.
The agreement will be for 5
years with an option to renew after the end of the initial
term.

AGREED:

Approve entering into a Nomination Agreement with St
Martin of Tours Housing Association Limited, as set out in this
report and in Appendix A, subject to completion of all legal due
diligence.
Reasons for the decision
The Council will achieve over
£1m in cost reductions by reducing reliance on private sector
nightly let accommodation. This proposal directly supports
Mayor’s priority to support People to lead, healthier and
independent lives for longer
Alternative options considered
There are no other alternative
considered as the option to nominate households provides the best
outcome for the Council to discharge its duty and provide permanent
homes for those faced with homelessness.
