Purpose
This report seeks Cabinet
approval for the allocation of Section 106 funding to support
strategic transport projects across the borough, as match funding
the three-year (2025/26 to 2027/28) Local Implementation Plan
Delivery Plan.
It sets out the proposed
projects and demonstrates alignment with the Mayor of
Croydon’s Business Plan, highlighting how the investment will
support the regeneration of the town centre, provide support for
businesses, reduced carbon emissions and improved transport options
for residents. The London Borough of
Croydon’s Third Local Implementation Plan (LIP 3) was
approved in April 2019.
LIP 3 was prepared in
accordance with the statutory duty under the GLA Act 1999 (sections
145-153) to implement the London Mayor’s Transport Strategy
(MTS). The Local Implementation Plan is
aligned with the Mayor’s Business Plan and the Mayor of
London’s Transport Strategy together with other Council
initiatives including the Town Centre Regeneration
Strategy. Developer contributions to
Sustainable Transport made via section 106 agreements have been
allocated to delivering infrastructure to facilitate sustainable
travel and avoid or mitigate transport impacts.

For the reasons set out in the
report and its appendices, the Executive Mayor and Cabinet
AGREED to:
Contingent upon receipt of LIP
funding for the relevant financial years 2026/27 and 2027/28 as
separately applied for, the proposed allocations remaining in
accordance with the various Section 106 agreements from which the
monies stem and Full Council subsequently approving a budget which
accommodates these future financial years’
allocations:
2.1.1. agree the allocation of
Section 106 funding in the sum of £1,574,358.21 to support
Local Implementation Plan projects as set out in this report and
the attached Appendix A, linked to the overall request for Local
Implementation Plan (LIP) funding for 2026/27 and
2027/28.
2.1.2. agree the allocation of
Section 106 funding for projects solely funded from Section 106
contributions in the sum of £596,149.04 as detailed in
Appendix A for the financial years 2026/27 and 2027/28.
