Purpose

This report requests approval
for the Treasury Management Strategy Statement, Minimum Revenue
Provision Policy Statement and Annual Investment Strategy
2026-27.     Following
Cabinet, the Treasury Management Strategy Statement, Minimum
Revenue Provision Policy Statement and Annual Investment Strategy
2026-27 is to be submitted to Budget Council on 25 February
2026.

For the reasons set out in the
report, the Executive Mayor and Cabinet AGREED
to:
 
Consider the recommendations
from Audit and Governance Committee on 29 January 2026 relating to
this report.
 
Consider the contents of the
Treasury Management Strategy Statement, Minimum Revenue Provision
Policy Statement and Annual Investment Strategy 2026/27 as well as
the contents of this report and associated appendices,
and
 
Recommend to Full Council that
it:
 
a) Considers the Treasury
Management Strategy Statement 2026/27 as set out in this
report.
 
b) Approves the Prudential
Indicators as set out in Appendix A.
 
c) Approves the Annual Minimum
Revenue Provision Policy Statement (required by the Local
Authorities (Capital Financing and Accounting) (England)
(Amendment) Regulations 2008SI 2008/414) as set out in Appendix
B.
 
d) Approves the Borrowing
Strategy (Sections 7.18 to 7.23) and Investment Strategy (Section
8).
