Purpose
The purpose of this report is to seek approval via
delegated decision to award the contract for on road vehicle
replacement program for the Grounds Maintenance Service excluding
Beavertails.
On
28th November 2022, procurement board agreed to the
procurement strategy for procuring these vehicles through the
Framework provider - The Procurement Partnership Ltd – TPPL).
(ref: PB-2223-000003-S).
However, following the approval of the Procurement
Strategy TPPL had advised that due to the paucity of commercial
vehicles worldwide that there was no price incentive in continuing
with the proposed procurement strategy (mini competition) and that
direct award through their framework would be more expedient and
would yield the same value.
The proposal then
was informally accepted at CCB as
an AOB item on 26th January 2023, with quotes being
sought from TPPL for the vehicles, received, and then cross-checked
with an alternative framework (Crown Commercial Services) to ensure
that the quotes represented value for money.

RESOLVED:
To
agree the award of contracts for all grounds maintenance vehicles
(other than Beavertails) as detailed in the report to the provider
and for the values detailed in the Part B report:
1)
To note that the name of the provider and contract value will be
published following the award.
2)
To note the following variations from the Procurement Strategy
(which have been brought to the attention of the Executive Mayor
and the Cabinet Member for Streets and Environment):

A direct award will be made through TPPL framework rather than mini
competition for the reasons set out in the report
4)
The Council was unable to include Beavertails within
the scope of an award via TPPL and will be looking to procure these
via an alternative mechanism and return for award approval in due
course.
5)
To note that this report covers the procurement for vehicles only
and Procurement Award for Plant Procurement will follow via a
separate report.
6)
To note that the authority to approve the recommended award is
within the current scope of the Executive Mayor’s delegation
under the annual procurement plan and that the delegation will be
updated for future awards
