Purpose

Extend the existing provision
currently delivered by Independent Lives for a period of 16 months
from 1st December 2023 – 31st March
2025. 
 
The total cost of a 16-month
contract extension and variation would be
£142,480.

RESOLVED: To
 
1.1.        
Approve an extension by way of variation of the
contract for Health and Care Personal
Assistance Support Service (Direct
Payments) with Independent Lives from
01st December 2023 to 31st March 2025, a term
of 16 months, at an additional cost of £143,000 for a maximum
aggregated contract value of £623,000 for the reasons set out
in this report.

 
1.2.        
Note that the original contract was awarded in 2019
was for 2 +1+ 1 for the value of £480,000. There is an
underspend of £85,716 making the total spend during the
original contractual term £394,284. This is due to the
following reasons:

A renegotiation of the contract value in years 3 and
4

·      
The provider securing an additional £35,000 in
funding in year 4 from Skills Care and Project Artwork, which will
deliver training for LBC residents/PA’s from 01st
August 2023.

·      
A fixed price for the volume of residents accessing
the service opposed to a tier approach.
