Purpose

In June 2023 the Executive
Mayor approved a delegation to the Corporate Director of
Sustainable Communities, Regeneration & Economic Recovery, in
consultation with the Cabinet Member for Streets and Environment
and the Cabinet Member for Finance (see Council report reference:
‘Parking Automatic Number Plate
Recognition (ANPR) Camera Contract’, dated [15 June 2023,
[5323EM). The delegation approved the action to take such
decisions and steps as are necessary to exit the existing Contract
for the provision of ANPR cameras with Conduent, including
negotiating and agreeing a final settlement and novation of any
existing contractual arrangements between Conduent and Yunex Ltd
(Yunex) and any other relevant sub-contractor to the Council if
necessary.
 
Since obtaining approval the
Council has completed negotiations with Conduent Public
Sector UK Limited (Conduent) in relation to exit from the existing
contract in relation to ANPR cameras (Contract) on terms set out in
a settlement agreement between the Council and Conduent
(Settlement). The Settlement includes an obligation on Conduent to
novate its contract with Yunex to the Council, if required by the
Council.
 
The special decision required
is Council approval of the content of the Settlement

RESOLVED: To
 
Approve that the Council enter into the negotiated settlement
agreement, including novation agreement and therefore exit the
current Contract.
