Purpose

This report sets out the
requirement for an award to Bloom for a procurement of a
three-phase contract of a strategic delivery partner to support the
Children, Young People and Education Directorate deliver the
transformation and savings required over the next 33
months.
 
The programme of work to be
delivered will amplify and accelerate the pace of delivery across
the existing CYPE transformation programme, identifying new
opportunities to sustain service quality and reduce costs,
supporting the Children Young People and Education Directorate
(CYPE) to deliver service transformation and Medium Term Financial Strategy (MTFS) savings
required over 2024-27

2.3   Approve the
award of a contract called off from the North
East Procurement Organisation (NEPRO) single supplier
Framework to Bloom Procurement Services Ltd (Bloom) up to a
maximum value (detailed in Part B) to deliver the services of a
strategic delivery partner (named in Part B of this report)
following a further competition undertaken by
Bloom.  
 

2.4   Note, that
although the Executive Mayor had initially delegated authority to
the Corporate Director CYPE via the Annual Procurement Plan (APP),
such authority has reverted to the Executive Mayor because the
contract value exceeds the limits of authority conferred via the
APP.
