Purpose
A
key programme in the ‘Future Croydon’ plan, adopted by
the Cabinet on 27 March 2024, is to deliver a radical redesign of
the council’s operating model through a fundamental review of
what we do, how we do it & who does it including our ways of
working, opportunities for consolidation, rationalisation,
automation, a new commissioning & commercial approach and
working with communities and partners.
The
‘Future Croydon’ plan set out clear milestones for the
Target Operating Model to procure a strategic partner by May 2024
and that strategic partner to deliver a Target Operating Model
blueprint by September 2024.
The
decision will be to award a contract for a partner to help design a
new Target Operating Model blueprint for the Council for September
2024, together with a business case including high level costs,
benefits and assumptions, and a delivery plan.
Content
Approve the award of a contract to produce a Target Operating
Model blueprint, delivery plan and high level multi-year financial
forecast and business case, to the contractor and for a maximum
contract value set out in Part B of this report.
Note the name of the contractor
and value of the contract will be released following the award
decision.
