Purpose
1.1
The Executive Mayor to take a decision on
the investment and contract variation in the contract.
1.2
The report will set out the requirement
for a contract value variation of the
February 2024 award to Bloom Procurement Services Ltd, for a
procurement of a two-phase contract of a strategic deliver partner,
to support the Adult Social Care and Health Directorate to deliver
the transformation and savings required over the next 3
years.
1.3
Phase 1 of the programme of work has been
completed, and the variation is relevant to the delivery of Phase
2. The variation follows the procurement award (CCB
No: PB-2324-000016-S-A) and
procurement strategy (CCB
No: PB-2324-000016-S).

For the reasons set out in the
report and appendices, the Executive Mayor
RESOLVED to:
2.2.1
Consider and approve
the investment during 2024-2025 and 2025-2026 of
£7,207,080, from the Council’s earmarked
reserves for the Strategic Delivery Partner
(Newton Europe), to complete Phase 2 of the
contract, to fund the cost of varying the contract referred
to in recommendation 2.2.4.
2.2.2
Note that the Phase 1 diagnostic cost of
£425,250 has been paid from the transformation budget. A
total investment in the delivery partner of £7,632,330.
2.2.3
Note the investment during 2024-2025 and 2025-2026
of £2,101,503 from the transformation budget for the internal
resource supporting the work.
2.2.4
Approve the extension by way of variation to the
contract called off from the NEPRO single supplier Framework to
Bloom Procurement Services Ltd (Bloom) to deliver the services of a
Strategic Delivery Partner (Newton Europe) for a revised maximum
value of £7,632,330, of which £425,250 has already been
spent.
2.2.5
Note that the additional value of £2,632,330
exceeds the original maximum contract award value of
£5,000,000 by 53%.
