Budget Monitoring Report

The council's cabinet reviewed the final budget position for 2023-24. The report, titled BMR- Outturn 2023-24 v2 , showed a surplus of £2.313 million against a revised budget of £58.352 million. This positive outcome was attributed mainly to additional income from the placement of looked-after children with the in-house fostering agency. However, the report also highlighted areas of higher-than-anticipated spending, primarily due to inflationary pressures on utilities and contractual costs. The cabinet acknowledged the report's contents.

Electric Vehicle Charging and Parking Policy

The cabinet also discussed a report on proposals to introduce charges for parking and charging electric vehicles in council-owned car parks. Currently, parking is free for electric vehicle users in many council-owned car parks in Gravesham. This policy was introduced in 2019 to encourage residents to switch to electric vehicles.

Nicholas May, the Parking and Environmental Enforcement Services Manager, informed the cabinet that the demand for electric vehicle charging and parking is increasing rapidly. He emphasised the need for the council to start generating revenue from electric vehicle charging to offset the costs of providing it. May also mentioned that continuing to offer free parking to electric vehicle users could discourage people from switching to other forms of sustainable transport, such as walking, cycling, and public transport.

Councillor Croxton, the Cabinet Member for Environmental Services, reiterated the council's commitment to improving air quality and reducing carbon emissions. However, he stressed the importance of ensuring that parking policies are fair and equitable. The cabinet agreed to consult on plans to standardise parking charges for electric vehicles across the borough, with a final decision to be made following the consultation.
