Approves the implementation of Contract
Standing Order 2.05.1 (n), 11.11.01, 11.02 and 10.10.01 and award a
contract for Phase 2 Ground Investigations for the Mallard Place
project for a fee of £16,698.50 (excluding VAT).
Reasons for the decision
The award to Bainbridge Bros Ltd will ensure
delivery of design and development of Mallard Place, to get tender
documents ready by November 2025. Tendering in November 2025, will
be crucial in helping to achieve Haringey’s commitment to
build 3000 Council homes by 2031. If Bainbridge Bros Ltd
aren’t appointed there is a large risk that Haringey will not
be able to claim substantial grant funding of £39m under the
Affordable Homes Programme 2021-2026, which will greatly affect the
viability of delivering the scheme and the Council meeting
it’s target of 3000 Council Homes by 2031.
Alternative options considered
The Council could decide not to procure these
services. This option is not recommended as it would impact the
delivery timescales of design, tendering, tender award and grant
claim by March 2026. If the March 2026 date is not achieved, this
would ultimately impact the Council’s Housing Delivery
programme aspirations of providing much-needed new Council homes,
with 150 homes not delivered.
