Approve an award of Contract to PPP under
Contract Standing Order (CSO) 9.07.1c.

Reasons for the decision

Due to the insolvency of the previous main
contractor, re-tendering of a new main contractor is required. PPP
is best placed to provide this service and have extensive knowledge
of the site, challenges, and are best placed to provide quality
EA/QS services through to Riba 7, (End of Defects)

Alternative options considered

The Council could run a competitive tender to
identify an alternative consultant for these services. This option
would mean that any new consultant appointed would have a minimum
of the required experience and knowledge of the scheme,
subsequently the project would potentially incur further abortive
costs and delay the 31st March 2026 completion date.
