Purpose

Over the past 7 years parking contraventions
in Harrow have been at a consistently high level, with the
exception of the period during the Covid-19 pandemic, which
radically affected travel patterns during that period (2020 and
part 2021). Since Covid19 the demand placed on parking spaces both
on- and off-street has been increasing whilst the level of
compliance with parking regulations has been decreasing. This has
meant that an increasing number of parking penalty charge notices
(PCNs) have been issued as the deterrent effect of the old and new
Band B charges is not effective in changing driver’s
behaviour to comply with the parking rules. By implementing higher
Band A penalty charges for parking contraventions it is expected
that the level of compliance will increase and less PCN’s
will be issued, improving the overall beneficial effect on road
safety and improving traffic flow.
