Purpose

1.    
To approve the Housing Revenue Account (HRA) budget
for 2026-27 and recommend to Full Council
 
2.    
To approve the Housing Revenue Account (HRA) 5-year
capital programme 2026-27 to 2030-31 and recommend to Full
Council
 
3.    
To approve rents, service and facility charges for
the HRA social rented properties, community halls, garages and
water charges
 
4.    
To approve the HRA business plan and recommend to
Full Council.
 
5.    
To approve the establishment of a 10-year New
Affordable Homes HRA capital programme (2026-27 – 2035-36),
setting out the Council’s pipeline of housing delivery,
acquisition and estate investment, to be financed from a mix of HRA
resources and external funding.
 
6.    
To authorise the Council to prepare and submit
associated grant bids (including, but not limited to, GLA/Homes
England and other eligible programmes) to maximise external funding
in support of the 10-year New Homes programme
 
7.    
To delegate powers to the Strategic Director of
Housing and Regeneration following consultation with, the Managing
Director, Strategic Director for Finance, portfolio holder for
Housing and the portfolio holder for Finance and Highways,
to:
 
a.    
Finalise the detailed programme, phasing and scheme
prioritisation within the approved 10-year envelope.

 
b.    
Approve and submit grant applications and accept
grant awards

 
c.    
Enter into funding agreements and take all necessary
steps to give effect to the programme, subject to the
Council’s Contract Procedure Rules and Financial Regulations;
and
 
d.    
Make in-year adjustments to the programme where
required to optimise delivery and value for money, provided these
can be contained within the approved budget and borrowing
limits.
