Decision
RESOLVED that:
1) a contract be awarded to LASER via an Energy Flexible framework to procure and manage the Council’s electricity and gas supplies from 1 October 2024 to 30 September 2028 at an estimated maximum contract value of £21.9m including LASER fees of £534,300 (including RPI);
2) an agreement be entered into with Total Energies for the provision of gas at an estimated maximum contract value of £4,640,169 via the LASER Energy Flexible Framework as the highest overall scoring Providers;
3) authority for the decision on electricity supply provider be delegated to the Executive Director of Place, in consultation with the Portfolio Holder for Assets, Commissioning and Waste and the Commissioning Governance Board. This decision to be made following the framework call off at an estimated contract value of £16,772,288;
4) the Council’s current purchasing strategy of “Purchase in Advance” (PIA) be continued prior to the start of a contract year to minimise financial risk and budget uncertainty.
