Purpose
To approve the receipt and the allocation of funding from the Ministry of Housing, Communities and Local Government, via the Rough Sleeping and Domestic Abuse Grant.
To also approve the terms of reference for the Liverpool City Region Homelessness Task Force.
Decision
RESOLVED – That in relation to the Homelessness Commissioning Update:
(a) The formation and governance arrangements of the Liverpool City Region Homelessness Task Force to develop a city region programme to combat rough sleeping and homelessness as outline in paragraph 3.8 be approved;
(b) The Integrated Settlement allocation of £8,355,208 to the Liverpool City Region for a three-year period (2026-2029) under the Single Homelessness and Rough Sleeping formula be noted;
(c) Delegated authority be granted to the Executive Director of Investment and Delivery in consultation with the Executive Director – Resources and the Monitoring Officer to utilise up to £1,900,000 to commission services and deliver priorities identified by the LCR Homelessness Task Force;
(d) Delegated authority be granted to the Executive Director of Investment and Delivery in consultation with the Executive Director – Resources, the Monitoring Officer and the Cabinet Member for Housing and Strategic Planning to use the remaining £6,455,208 to fund resources, commission services and enter into agreements with delivery partners to support the homelessness and rough sleeping priorities and outcomes set out in this report.
