Terms of
Reference:
1. To deal
with all non-executive functions of the Council that are not
reserved to full Council (either by law or by this Constitution)
and which have not been delegated to Planning Committee, Regulatory
Committee or another committee or joint committee of the
Council.
2. To be
the guardian of the Council’s constitution (including
elections, parish councils, byelaws, standing orders, and financial
regulations).
3. To deal
with strategic human resource issues and the appointment of staff
not delegated to officers.
Delegations:
1. To
exercise the non-executive function listed in the first column of
Table 3.2 by reference to the statutory provision in the second
where “Const” appears in the third column in relation
to that function.
2. To
exercise the local choice functions designated as non-executive
functions listed in the first column of Table 3.1 where
“Const” appears in the third column in relation to that
function.
3. To make
recommendations to full Council on the exercise of the
non-executive function listed in the first column of Table 3.2 by
reference to the statutory provision in the second where
“Council/Const” appears in the third column in relation
to that function.
4. To make
recommendations to full Council on the exercise of the local choice
functions designated as non-executive function listed in the first
column of Table 3.1 where “Council/Const” appears in
the third column in relation to that function.
5. To
consider and approve the Council’s final accounts under
Section 151 Local Government Act 1972.
