For the reasons set out in the report and its appendices, Cabinet RESOLVED to Agree to note

i)  The progress in delivering HSIP and the Council's Voluntary Undertaking with the Regulator of Social Housing as shown in Appendix A.

ii)  The increased focus on three resident outcomes: safe homes; well-maintained homes; and reliable, resident-focused services.

iii)  The compliance position and direction of travel set out in this report and Appendix B.

iv)  The progress in strengthening the data, systems, governance and assurance required to support these outcomes and sustain regulatory compliance.

v)  The 2025/26 Tenant Satisfaction Measures and the continues need to improve resident experience, trust and satisfaction.

vi)  The principal risks and dependencies affecting delivery and the arrangement in place to manage and assure these.

Alternatives Considered

Do nothing: given the C4 rating, it is not possible for the Council to do nothing. Under the terms of the Social Housing (Regulation) Act 2023, the Council is required to comply with the Regulator’s judgement and reach compliance with the Consumer Standards. C4 and C3 ratings are non-compliant, so in order to achieve compliance, the Council would be required to meet a C2 or C1 grade.
