RESOLVED that:
 

                       
i.        
Strengthened Capital Monitoring and
Delivery Assurance

Future capital monitoring reports include
clear explanations of project delays, underspends and revised
delivery timelines — with assurance that reprofiled schemes
(particularly in Education and Housing) remain aligned to strategic
priorities.
 

                      
ii.        
Capital Reprofiling and Risk
Transparency

The Committee receives improved
visibility of capital programme risks through inclusion of risk
ratings, supply chain impact analysis and inflationary pressures in
quarterly capital updates, to support better forward
planning.

Development Pool Oversight and Member
Engagement

A briefing is provided to the Committee
outlining how projects in the Development Pool are assessed and
prioritised by the Strategic Capital Board, including the criteria
used and opportunities for earlier member input.
