RESOLVED that:
 

                       
i.        
Improved Forecasting and Oversight for
2025/26

The Council strengthens its in-year
financial forecasting by establishing early intervention protocols
for high-risk budget areas and ensures quarterly monitoring reports
to this Committee clearly flag emerging pressures and
mitigations.
 

                      
ii.        
Resilience and Learning for the
Medium-Term Financial Plan

Insights from the 2024/25 outturn are
explicitly captured and used to inform updates to the Medium-Term
Financial Plan, with a focus on building resilience through
strategic reserves and realistic service-level
budgeting.

Clarity and Accessibility of Financial
Reporting

Future financial reports include a
clearer summary of key variances, reserves movements and headline
risks to improve Member and public understanding, and to support
effective scrutiny.
