RESOLVED
 
That the Executive:
 

a)       
Approved the establishment of the North Northamptonshire
Local Plan Advisory Group and its draft terms of reference as
attached at Appendix A to the report. 

 

b)       
Noted the Advisory Group will be a non-decision-making body
and will operate in an advisory capacity to the Executive and other
relevant committees or forums as necessary.

 

c)        
Noted the proposed Advisory Group membership which will be
maintained on political balance principles, as set out section 5 of
the report. 

 

d)       
Delegated to the Executive Director for Place and Economy, in
consultation with the Monitoring Officer and the Executive Member
for Planning and Economic Growth, to make minor amendments to the
terms of reference as may be required from time to
time. 
 
Reasons for
Recommendations:
 

i)         
To provide a
consultative forum with Members to support the progression of the
North Northamptonshire Local Plan through to its
adoption. 
 

ii)        
The National Planning Policy Framework (NPPF) states that the
planning system should be genuinely plan-led. Succinct and
up-to-date plans should provide a positive vision for the future of
each area and a framework for addressing housing needs and other
economic, social, and environmental priorities. 
 
Alternative Options Considered
- Options available to the Executive are to either do nothing or to
establish a Local Plan Advisory Group. It is advised to establish
the Group to provide an appropriate forum for informing the
progression of the Local Plan, sharing information and providing
the opportunity for raising and discussing issues in advance of
submitting formal reports and engaging public consultation on draft
documents via the formal decision-making process.
