KEY DECISION
 
That the Executive:
 

a)       
Approved the procurement of a new contract arrangement for
care and support for individuals with a learning disability to
ensure North Northamptonshire remains compliant in its statutory
responsibilities.

 

b)       
Delegated to the Executive Director for Adults, Health
Partnerships and Housing (DASS), in consultation with the Executive
Member of Adults and Health Partnerships, to take any decisions
and/or actions over the life of the contract.
 
Reasons for
Recommendations:
 

i)         
This proposal will ensure the Council continues to meet its
Statutory duties under the Care Act 2014.? 

 

ii)        
It will build on outcomes-based commissioning and further
enhance the quality of the services and outcomes for individuals in
the future.  

 

iii)       
The proposal ensures a consistent and more equitable approach
to pricing across supported living services in North
Northamptonshire. 

 

iv)      
Agreeing the proposal enables the Council to consider future
accommodation requirements based on a housing needs analysis and
the wider Housing Strategy (2025-30).? 

 

v)        
Commissioning plans will be informed by the Adult Social Care
Strategy (2024-29) and the vision for strength-based approaches and
more specifically Co-production.? 

 

vi)      
Building on strengths, supporting progression and
independence will maximise outcomes and value for
money. 
 
Alternative Options
Considered:

The alternative option considered was to take no action at
this time and continue to deliver supported living via the current
framework arrangements. Whilst the extension runs until January
2030, it was agreed that recommissioning would commence during the
extension period to enable new standalone contracts to be in place
for all eight Lots by this date. Doing nothing, does not enable the
council to explore alternative ways of working for improved service
offer and efficiencies. Furthermore, it does not provide an
opportunity to streamline supported living services to include all
working age adults.

Based on the current contract and pricing arrangements, it is
likely that we will see annual growth continue at 2% per annum over
the life of the contract. By moving to an hourly rate, it is
anticipated that we will see a downward revision of the projected
growth trajectory. This will enable us to meet the eligible are and
support needs of both new and existing people in a more
cost-effective manner.
