RESOLVED
KEY DECISION
That the Executive:
a) Approved the extension of existing
contracts for a further 12-month period from 1st April
2026, in line with Regulation 72 (1(b)) of the Public Contracts
Regulations 2015 (PCR 2015)
b) Disaggregated the listed insurances
from the main programme for the reasons stated and make appropriate
separate arrangements effective from 1st April
2026;
c) Delegated authority to procure, enter
into a contract with the chosen
procured
supplier(s) and sign the necessary contracts to the Executive
Director for Finance and Performance in consultation with the
Executive Member for Finance, Efficiency and Change for the
insurance contracts to take effect from 1st April
2027.
Reason for Recommendations
– to offer the best chance of obtaining advantageous terms,
appropriate value for money from insurance arrangements and budget
certainty.
Alternative Options Considered
– For Cambridge County Council insurance service to continue
to tender for 1st April 2026 with uncertainty as to how
the insurance market will respond, increasingly the likelihood of a
higher insurance premium over the life of the contract and
significant ongoing financial pressures without the ability to
mitigate.
