RESOLVED that:
The Corporate Scrutiny
Committee:
 

i.           
Welcomes the proposed introduction
of a Council Tax premium on empty properties after twelve
months’ vacancy and supports the principle of encouraging
homes back into use.
 

ii.           
Recommends pre-scrutiny of the
forthcoming Empty Homes Strategy prior to Executive
consideration.
 

iii.           
Requests a progress report to
Corporate Scrutiny mid-2026 on implementation outcomes, including
the financial and behavioural impact of the new premium.
 

iv.           
Notes that the proposed premium
for second homes will not take effect until April 2027 and requests
a future update on the consultation outcomes before
adoption.
