To approve a Deed of Variation of
Contract for Provision of Residual Waste Treatment & Disposal
Services – Sunday closure of Rushton Disposal
Point.
Reasons for the decision
Currently the Contractor provides
3 disposal points (DPs) for the Council to dispose of residual
waste collected kerbside and from the HWRCs. These are located at Rushton, Great Billing,
Northampton and Pilot Road, Corby. The Contractor has provided a number of
proposals below, which the Council has provisionally
accepted,
a)
To redirect all Street Cleansing
vehicles into Biffa Corby
b)
To redirect all Fridge Freezers
from into Biffa Corby
c)
To increase RCV deliveries to
Biffa Corby from existing levels by >300t per week (Household,
Commercial)
d)
Closure of Rushton delivery point
on a Sunday, on the basis of low usage.
Points a to c are currently being
addressed through our routine waste operations, however point d
requires a contract variation.
The Deed of Variations states
the
following:
•
Closure of Rushton shall be
reviewed by the Authority and the Contractor three months after the
Effective Date.
•
The Authority may revert to the
original arrangement under the Contract at any time if this
variation adversely affects its operations
•
The other two DPs shall remain
open on Sundays.
•
If either of those two DPs becomes
unavailable after the Effective Date the Rushton would open on the
affected Sunday (s).
Closing Rushton on a Sunday will
not have an adverse on waste operations. There will still be one DP
at the south of the North Northants area and one DP in the north of
the North Northants area.
