Purpose

To seek delegated authority to commence a procurement exercise for a 4 year garden waste disposal contract
and also authority to subsequently award the contract to the
preferred supplier

KEY DECISION
 

 That the Executive:

 

a)           
Approved the recommendation to
procure and subsequently enter a four-year contract with a suitably
qualified provider;

 

b)           
Delegated authority to the
Executive Director of Place and Economy in consultation with the
Executive Member for Assets, Waste and Environmental Services to
make all decisions required to commence and complete the
procurement exercise, including contract award.

 

 

Reasons for
Recommendations:

 

•               
Provision of a clear contractually
binding pricing structure will support the Council’s
financial planning for the next 4 years.

•               
Ensures the Council has secure and
reliable delivery points within North Northamptonshire

•               
Delivers a service, which supports
participating householders in recycling their garden
waste.

 

Alternative Options Considered:
Dispose of the waste via landfill arrangements.  Under the requirements of the Environment Act
2021 (Simpler Recycling), the treatment and disposal of garden
waste that has been collected separately has been banned from
landfill so this approach would not demonstrate compliance with the
legislation.
