To extend the Highways Contract for 1 year in accordance with SPI level 3 assessment, in line with the terms of the Highway Services Contract. 

Reasons for the decision

The decision is taken in accordance with the contract provisions allowing for annual extensions following a Service Performance Improvement (SPI) assessment. Kier Transportation Ltd achieved a SPI Level 3 assessment, evidencing acceptable performance, service stability and improvement against agreed performance measures.

Extending the contract for one year ensures continuity of highways services, avoids the cost and risk of premature re?procurement, and allows further service maturity while longer?term delivery and commissioning arrangements continue to be developed. The position and performance context have previously been reported to Scrutiny.
