Reasons for the decision
On the 9th day of April 2026 the Council’s Tree and Landscape Officer undertook a site visit and carried out a TEMPO assessment on the identified tree to establish if it was worthy of protection.
A tree and/or group of trees should score 12 or more to justify protection by way of a TPO. If a tree and/or group of trees score 16 or more they are considered to definitely merit a protection by way of a TPO. In this instance the lime tree was given a score of 16.
The tree is considered to have amenity value because it is a large tree with a good profile in a prominent location.
It is considered expedient to make the emergency provisional TPO because a s211 notice was served to remove it due to the deteriorating condition of the low adjacent retaining wall.
In light of the above, it is considered that an emergency provisional TPO is made in respect of the lime tree located 55 Headlands to ensure its long-term retention and protection, if possible, with options for the reconstruction of the low retaining wall being fully considered.
