Purpose
Funding has been awarded of £3.858m for
decarbonisation works. The report seeks the relevant grant and
match funding identified in the Development Pool to be included in
the Capital Programme.

RESOLVED
KEY DECISION
That the
Executive:
a)
Approved the project to deliver carbon emission
reductions at the Corby Cube,
Corby International swimming pool and Desborough
Leisure Centre.
b)
Accepted the grant funding of £3.858m
received.
c)
Allocated £601,000 from the development pool
to the project budget.
d)
Approved the aggregate sum of £4,184,170 to be
added to the capital programme taking the total budget to
£4.384m.
e)
Approved the procurement process as outlined in the
report.
f)
Delegated authority to the Executive Member for
Climate and the Green Environment in consultation with the
Assistant Director of Assets & Environment to take all
necessary actions to deliver the project, including awarding of the
contract.
Reasons for Recommendations:

The Council has received a Grant Offer Letter
requiring our commitment to deliver these works by March
2026.
·
It provides a significant carbon saving and
reinforces the Councils commitment made in the Carbon Management
Plan.

Removal of aging fossil fuel heating systems and
installation of ancillary energy saving measures at three
properties.
Alternative Options
Considered:
·
A number of
different properties were considered as possible
options for inclusion in the grant application, these three
properties were chosen as they provided the best cost per carbon
saved, used as a metric when awarding funds and therefore offered
greatest chance of success.
·
As the application for grant funding was based on
reducing carbon emissions across these properties, the obligations
within the grant offer and our commitment to decarbonise our
properties, no further options have been considered.
