New Strategic Director Appointed, Electoral Review Finalised
This week, Plymouth City Council held a series of significant meetings, resulting in important decisions and discussions that will shape the future of the city. Here’s a detailed breakdown of the key points from these meetings:
Chief Officer Appointments Panel - Appointment of Strategic Director for Adult Health and Care
On Friday 28 June 2024, Plymouth City Council appointed a new Strategic Director for Adult Health and Care. This decision follows the resignation of the previous postholder, Neil Carr. The appointment comes after a rigorous and extensive recruitment process that attracted a strong field of candidates.
The new Strategic Director will assume their role in Autumn 2024. Unfortunately, details of the successful candidate have not been made public as the meeting was held in private.

City Council - Electoral Arrangements Review and Taxi Licensing Policy
The City Council meeting on Monday 24 June 2024 saw the approval of final recommendations on new electoral arrangements for Plymouth, which will be submitted to the Local Government Boundary Commission for England. This review defines the number of councillors and the wards they represent, ensuring effective and convenient local governance.
Key decisions include:
- Plymouth will continue to have 57 councillors.
- There will be 20 wards, with 17 represented by three councillors and three by two councillors.
- All ward boundaries will change to some extent.
Despite some public objections and a proposal from the Conservative group to reduce the number of councillors to 36 for cost-saving reasons, the Labour majority rejected these alternatives. You can review the final proposals in this document.
Additionally, the Council debated a proposed change to the Taxi Licensing Policy, which would have required taxis to be fitted with CCTV. Concerns about costs and privacy led to the proposal being voted down.
City Council - Appointment of Aldermen and Consultation on St. Andrew's Church
Another City Council meeting on Monday 24 June 2024 focused on the appointment of new Honorary Aldermen and the ongoing consultation regarding the future of the Grade II listed St. Andrew's Church.
The Council approved the appointment of four new Honorary Aldermen, despite concerns about the lack of diversity among the nominees. The Lord Mayor suggested that the Constitution and Governance Committee should address this issue in the future.
Regarding St. Andrew's Church, the Council discussed the results of a public consultation that received 400 responses. The church, a key part of the City Centre Masterplan, is currently on Historic England's 'At Risk' register. Councillors emphasized the importance of balancing heritage considerations with the need to secure the building's future. However, no decision was made at this meeting.
Planning Committee Meeting Cancellation
The Planning Committee meeting scheduled for Thursday 27 June 2024 was cancelled. No further details were provided.
