Purpose

The Executive Director of Resident Services,
in consultation with the Service Chair for Environment,
Sustainability, Culture and Sports Committee, is recommended
to:
1.Agree to award the contracts for the provision of Arboriculture
Services in Richmond upon Thames to commence on 1 April 2026 for a
period of 4 years with an option to extend for up to 4 years,
subject to formal contract and satisfactory conclusion of the
statutory standstill period to the following bidders. Details of
bidders and full scoring are contained in exempt Appendix A.
•Lot 1 (Highways trees) – Bidder D
•Lot 2 (Parks trees) – Bidder A
•Lot 3 (Highways trees ground based tree work
operations– Bidder F
2.Note that officers will, in consultation with the Executive
Director of Finance, complete the negotiation and finalise the
contracts and ancillary documentation on such detailed terms as
they consider necessary within the parameters set by this
report.
3.This is a procurement decision delegated to officers as it will
result in significant expenditure for new contracts which is in
excess of £189,330 but less than £5million.
Reasons for decision
•This decision is necessary to ensure the continued delivery
of Arboricultural Services following the end of the current
contract period. These services are necessary to uphold the
Council’s legal duties and adopted policies.
