This report details the approval of the following:
- Formally adopt the Conservation Area Appraisal and Management
Plan for Barnes Green (CA 1) and Kew Green (CA 2), following public
consultation from 18th September to 27th October 2023.
- Remove nos. 4 & 6 Brookwood Avenue, 5 Ellison Road and 6
& 8 Queen Elizabeth Walk from the Barnes Green Conservation
Area, following public consultation from 18th September to 27th
October 2023.
- Remove nos. 1 to 24 Mortlake Road and no. 1 Forest Road from the
Kew Green Conservation Area, following the same public
consultation.
- Add 30 & 32 Grange Road and part of the boundary of Foundry
Mews to the Barnes Green Conservation Area following following the
same public consultation.
- Add Gloucester Court to the Kew Green Conservation Area,
following the same public consultation.
- Remove 371 Lonsdale Road, Railings Station Road, 1 & 3
Hillersdon Avenue, 15 Laurel Road, 29a & 29b Ranelagh Avenue,
40 Station Road?and St Osmund’s RC Primary School from the
local list of Buildings of Townscape Merit (BTM).
- Add 1 Rocks Lane, 42 Hillersdon Avenue, Kitson Hall (Barnes
Church Hall), Trough on Barnes Green, Sewer Vent Pipe at Junction
of Cleveland Road and Cleveland Gardens, Sewer Vent Pipe Opposite
Elm Bank Mansions, Beverley Works Gates to the local list of
Buildings of Townscape Merit (BTM).
Reasons for decision:
On 3rd July 2023, approval was given by the Environment,
Sustainability, Culture and Sports Committee to proceed with a
public consultation on the draft Conservation Area Appraisal and
Management Plans for Barnes Green (CA 1) and Kew Green (CA 2)
(Tranche 5). It was also agreed at Committee that a delegated
officer decision could be made to approve the final version of the
Conservation Area Appraisals, provided that no substantive changes
were required following the public consultation. The public
consultation took place between 18th September to 27th October
2023. A total of 6 responses were received during the consultation
period for Barnes Green and a total of 31 responses were received
for Kew Green, details of which are provided in Appendices 1 to 2
to this report.
All comments received during the consultation have been reviewed by
officers in consultation with the Chair of the Environment,
Sustainability, Culture and Sports Committee, and it has been
agreed that none of the representations received were of
substantive nature, and therefore no substantive changes were made
to the Appraisals. Minor, non-material changes have been made to
address consultation comments as contained in the relevant
Appendices.
Accordingly, the Conservation Area Appraisal and Management Plans
as mentioned above can be adopted under delegated authority, as
agreed by the Environment, Sustainability, Culture and Sports
Committee. In addition, the proposed buildings on listed above can
be removed from the list of Buildings of Townscape Merit.
Furthermore, the proposed buildings listed above can be add to the
list of Buildings of Townscape Merit.
