Purpose

A report setting out the delivery and
management options for Richmond Leisure service.

Content

RESOLVED that the committee,
1. 
Note the strategic
needs assessment work undertaken to date gathering data and
information to inform the Council’s emerging Leisure, Sport
& Physical Activity Strategy.
2. 
Agree to the proposed strategy to tender the management of
the Council’s leisure centres as set out at 7.8 - 7.10.
3. 
Delegate authority to the Executive Director of Environment
and Community Services in consultation with the Executive Director
of Finance and in liaison with the Chair and Vice-chair of this
committee  to;

Develop the
specification and scope of services,
Agree procurement strategy and
tendered services,
Go to the market and tender the
services.

4. 
Note that an informal report will be circulated to the
committee on the specification and that a report will return to
Committee to seek approval for the contract award.
5. 
Note the continuing capital investment in our leisure
facilities, including consideration of sustainability as part of
this capital investment,  with
additional investment to be approved in the Capital Additions paper
to the Finance, Policy and Resources Committee in February, and
further alongside the strategy when it returns in June 2024.
