Purpose

A report was presented to the Transport and
Air Quality Services (TAQS) Committee in September 2023 for
enhanced school safety measures outside The Vineyard School,
Richmond. This proposal looked to improve conditions around the
existing zebra crossing to the front of the school. This
consultation generated concern from residents and local groups who
requested that consideration should be given to either a School
Crossing patrol or a change in crossing type of traffic signals. As
a result, it was agreed at Committee to reconsider the design, with
the outcome of a further consultation to be reported as a delegated
decision to the SSA Executive Director of Environment and Community
Services in consultation with the Chair of the TAQS
committee.

Content

The SSA Executive Director of Environment and
Community Services:

i) Notes the result of the consultation as detailed in section 7.2
and APPENDIX C.
ii) Approves a statutory consultation for the measures as detailed
on the drawing in APPENDIX B to include:
• The advertisement of a Traffic Management Order under
Section 45 of The Road Traffic Regulations Act (RTRA) 1984 for a
change to existing parking bays and Section 6 for At Any Time
waiting restrictions as detailed.
• Publication of notices under Sections 23 and Section 90C of
the Road Traffic Regulation Act 1984 for the introduction of a
signalised crossing and a raised table at the Cardigan Road
junction as detailed.
