Purpose
Details of Decision:
This report details the approval of the following:
Formally adopt the Conservation Area Appraisal and Management Plans
for Richmond Riverside, Central Richmond and Richmond Green,
following public consultation from 4 July to 1 September
2022.
Formally adopt the Conservation Area Appraisal and Management Plans
for Twickenham Riverside, Queens Road, Twickenham Green, Hampton
Village and Hampton Court Green, following public consultation 17
March 2023 to 30 April 2023.
Formally adopt the Conservation Area Appraisal and Management Plan
for Mays Road Conservation Area, following public consultation from
24 October to 2 December 2022.
Formally adopt boundary changes to Twickenham Riverside
Conservation Area and Queens Road to include the inclusion of nos.
3-33 King Street into the Twickenham Riverside Conservation
Area.
Remove the following buildings from the Local List of Buildings of
Townscape Merit:

39 Second Cross Road Twickenham
16, 18, 20 and 22 Hampton Road

Reason for Decision:
On 21 June 2022, approval was given by the Environment,
Sustainability and Culture and Sports Committee to proceed with a
public consultation on the draft Conservation Area Appraisal and
Management Plans for CA3 Richmond Green, CA4 Richmond Riverside, CA
5 Richmond Hill and CA17 Central Richmond. Public consultation was
undertaken from 27th June to 1st September 2022 details of which
are provided in Appendices 1-3. The Conservation Area Appraisal for
Richmond Hill was adopted under delegated powers on 30 March
2023.
On 6 September 2022, approval was given by the Environment,
Sustainability, Culture and Sports Committee for public
consultation on the draft Conservation Area Appraisals and
Management Plans for Mays Road (CA42), Trafalgar Road (CA10) and
Sheen Lane Mortlake (CA70) (Tranche 3). The Conservation Area
Appraisals for Trafalgar Road and Sheen Lane Mortlake were adopted
under delegated powers on 30 March 2023. Public consultation took
place between 24 October and 2 December 2022, details of which are
provided in Appendix 9.
On 17 January 2023, approval was given by the Environment,
Sustainability, Culture and Sports Committee to proceed with a
public consultation on the draft Conservation Area Appraisal and
Management Plans for CA 11 Hampton Court Green, CA 12 Hampton
Village, CA 47 Queen’s Road (Twickenham), CA 9 Twickenham
Green, and CA 8 Twickenham Riverside. Public consultation was
undertaken from 17 March 2023 to 30 April 2023, details of which
are provided in Appendices 4-8. The consultation included the
removal of several buildings from the List of Buildings of
Townscape Merit as set out in (i). Several boundary changes were
proposed as set out below.
The north side of King Street (nos. 10-62 evens) which is currently
within Queens Road Conservation Area is to be included within the
Twickenham Riverside Conservation Area. Properties along part of
Holly Road (nos. 29-35 odd, 90A, 50-67 odd) are to move into the
boundary of Twickenham Riverside Conservation Area.
A group of buildings at the east end of Holly Road (nos. 1, 5,
13-27 odd) which are currently sited in the Twickenham Riverside
Conservation Area, will move into the Queens Road Conservation
Area.
Extension of the boundary of the Twickenham Riverside Conservation
Area to include nos. 3-33 (odd) King Street, including the Queens
Hall to the rear of No. 9 Kings Street which is designated as a
BTM.
All comments received on the above-mentioned consultations have
been reviewed by officers in consultation with the Chair of the
Environment, Sustainability, Culture and Sports Committee, and it
has been agreed that none of the representations received were of
substantive nature, and therefore no substantive changes were made
to the Appraisals. Minor, non-material changes have been made to
address consultation comments as contained in the relevant
Appendices.
Content
The Conservation Area Appraisal and Management
Plans as mentioned above can be adopted under delegated authority,
as agreed by the Environment, Sustainability, Culture and Sports
Committee. In addition, the proposed buildings can be removed from
the list of Buildings of Townscape Merit.
