Purpose

Approval to proceed to public consultation on
the draft Conservation Area Appraisals for Barnes Green and Kew
Green, including proposed minor changes to Conservation Area
boundaries and changes to the list of Buildings of Townscape Merit.
The report also includes a review of the Conservation Area
Appraisal programme and resources.

RESOLVED:
 
That the following recommendations be
AGREED –
 
a) 
To approve the draft Conservation Area Appraisals
(available online – see paragraph 7.1 below) for public
consultation.
 
b) 
To delegate authority to the Spatial Planning and
Design Team Manager to make any necessary non-material drafting
changes to the two draft Conservation Area Appraisals ahead of
public consultation (including minor text, graphic, mapping and
layout changes), in consultation with the Chair of the Environment,
Sustainability, Culture and Sports Committee.
 
c) 
To delegate authority to the Assistant Director of
Environment and Community Services (Planning and Transport
Strategy) to approve the final versions of the Conservation Area
Appraisals for adoption, in consultation with the Chair of the
Environment, Sustainability, Culture and Sports Committee,
in the event that no substantive issues
are received as a result of public consultation.  If it is considered that substantive issues are
raised during the consultation that will lead to substantive
changes in the Appraisals, then they will be reported back to a
future meeting of this Committee. 
d) 
To approve the consultation on the proposed
additions to the list of buildings / structures designated as
Buildings of Townscape Merit (as set out in paragraph 3.9 and
Appendix 1).
e) 
To delegate authority to the Assistant Director of
Environment and Community Services (Planning and Transport
Strategy) to approve the removal of a number
of buildings from the list of Buildings of Townscape Merit
in Barnes Green (see paragraph 3.15, and Appendix 2), in
consultation with the Chair of the Environment, Sustainability,
Culture and Sports Committee, subject to no significant objections
being received during the public consultation. If it is considered
that substantive issues are raised during the consultation, then
those individual proposals will be reported back to a future
meeting of this Committee.
f) 
To cease the agreed programme of works at the
conclusion of Tranche 5 and NOT to complete Tranche 6 (Richmond
Road East Twickenham) due to the lack of resources in this
financial year.
