Purpose

The County Transport Model is used to assist
with funding bids, scheme development, option testing, information
for consultations, business cases, asset management maintenance
options, environmental assessments, and partner authority Local
Plan development, including the provision of evidence for
consultations and examinations. Within SCC, the model is used to
support work undertaken by other teams, particularly Transport
Policy, Asset Management and the Design Team.
The current County Transport Model was
tendered in 2014, and although it has been updated several times in
the intervening period, it now requires a complete renewal if it is
continued to be used. Without being renewed, the current model will
eventually (in 2-3 years) fail to meet guidance requirements and,
it is likely its outputs will no longer be accepted by the
Department for Transport and the Planning Inspectorate.
A new contract will be put in place for County
Transport Model, to maintain functionality and meet new demands. As
part of renewing the model, the opportunity will be taken to move
it to a new platform which accommodates better Department for
Transport requirements and new travel pattern data will be
obtained.
