RESOLVED:
That Cabinet agree to submit the
Lower Sunbury Local Street Improvement package, along with the Road
Safety Outside Schools programme to Active Travel England for
funding consideration.
That Cabinet agree to move forward
with building the proposed scheme, subject to: Feedback received
from public engagement, Support from the local divisional member,
and confirmation of funding support from Active Travel England,
subject to approval by the Council’s Capital Programme
Panel.
That Cabinet agree that any changes
to the scope of the schemes during delivery can be made by the
Director of Highways, Transport and Network Management, in
consultation with the local Divisional Member and the Cabinet
Member for Highways, Transport and Economic Growth within the
approved budget.
Reasons for
Decisions:
The proposed schemes are vital to improve
local living and strengthen Surrey’s communities as outlined
in the Local Transport Plan.
Securing grant funding from Active Travel
England (ATE) represents the most cost-effective and efficient
means of implementing the walking and cycling improvements
identified in the council’s Local Cycling and Walking
Infrastructure Plan (LCWIP) and Local Streets Implementation (LSI)
programme, both of which form an integral part of the Local
Transport Plan and Healthy Streets approach.
School road safety is a frequently expressed
concern. At school drop off and pick up times the roads in the
immediate vicinity of schools are especially busy. This often
causes slower vehicle speeds, congestion and can lead to
frustration from motorists and residents. It can also discourage
more walking, wheeling and cycling for school journeys, making the
problem worse.
