RESOLVED:
 
1.   
That Cabinet approves investment from the Wray Park Vehicle
Maintenance Workshop pipeline budget allocation for 2025/26 to
2027/28 to undertake refurbishment of the facilities at Wray Park
Reigate. This will enable the continued maintenance of the Surrey
Fire & Rescue Service vehicle fleet.
 
2.   
That Cabinet delegates authority to the Deputy Chief Executive and
Executive Director of Resources (s151 Officer) in consultation with
the Director of Land and Property to finalise and approve terms of
all legal contracts, agreements and associated documentation to
facilitate the proposals in accordance with the Surrey County
Council’s (the Council) Procurement and Contract Standing
Orders.
 
3.   
That Cabinet approves the delegation of authority to approve budget
variations +/-10% to Capital Programme Panel and budget variations
over 10% to the Executive Director Resources (s.151 Officer) and
Cabinet Member for Property, Waste and Infrastructure.
 
Reasons for
Decisions:
 
Essential capital investment is required to
enable the redevelopment of one of the SFRS critical assets –
Wray Park vehicle maintenance workshops for the following
reasons: 
 

Ensures the maintenance of optimal
Fire Service provision, protecting the lives of Surrey
residents.
Enables Surrey Fire and Rescue
Services (SFRS) to sustain a live network of strategically located
Fire Stations and support provisions. The Wray Park workshops are a
critical part of this network and ensures SFRS can continue to
maintain their fleet of vehicles within a fit for purpose
facility.
Facilitates collaboration with other
Blue Light partners for vehicle maintenance resilience.
Provides a robust investment
solution to resolve escalating maintenance costs.
Reduces the carbon footprint and
environmental impact on neighbouring Surrey residents while
enabling an environmentally compliant building.
Provides SFRS staff and visitors
with a secure and healthy working environment to enhance their
safety and overall well-being.
Ensures compliance with Health &
Safety legislation.
