Purpose
That Cabinet approves the Procurement Forward
Plan for the financial year 2026-27.
Content
RESOLVED:
That Cabinet approves the
procurement of the projects listed in Annex 1 –
“Procurement Forward Plan for 2026 27” in accordance
with the Council’s Procurement and Contract Standing Orders,
noting that the appropriate Route to Market will be determined as
part of the commissioning and procurement strategy for each of the
procurement projects. In certain circumstances, and
in light
of Local
Government Reorganisation (LGR), this may include extending and/or
varying an existing contract following consultation with Legal
Services.
That
Cabinet agrees that, where the first ranked tender for any projects
listed in Annex 1 is within the 5% budgetary tolerance level, the
relevant Executive Director, Director, or Head of Service (as
appropriate) is authorised to award such
contracts.
That
Cabinet agrees that Delegated Authority to Award is granted to the
relevant Executive Director, Director, or Head of Service (as
appropriate) subject to additionally gaining consent from the
shadow authorities to enter into any contracts which fall within
the parameters of any direction made by the Secretary of State
under Section 24 of the Local Government and Public Involvement in
Health Act 2007.
That
Cabinet agrees that the decision to extend and/or vary any existing
contracts over £1m is delegated to the Deputy Chief Executive
and Executive Director of Resources (Section 151 Officer) in
consultation with the relevant Portfolio Holder subject to
additionally gaining consent from the shadow authorities to enter
into any contracts which fall within the parameters of any
direction made by the Secretary of State under Section 24 of the
Local Government and Public Involvement in Health Act
2007.
Reasons for
Decisions:

To comply with the Procurement and Contract Standing
Orders agreed by Council in May 2019 and further revised in
February 2025.

To provide Cabinet with strategic oversight of
planned procurement projects for 2026/27.
·
To ensure Cabinet oversight is focussed on the most
significant procurements.
·
To avoid the need to submit multiple individual
requests for Approval to Procure as well as individual contract
award approvals for work taking place in 2026/27.
·
To ensure compliance with the Procurement Act 2023
requirements regarding the Pipeline Notice, which puts an
obligation on Local Authorities to publish a notice of all planned
procurements over £2 million for the forthcoming 18?month
period.
·
To futureproof contractual arrangements in line with
LGR requirements.
·
To consider safe and legal transfer of contracts
held by the council to the successor authorities.
