Purpose

That Cabinet approve capital funding for essential refurbishment works at Oakwood Secondary School in Horley. The proposed works include extensive internal and external refurbishment works to the building fabric. The completed works will safeguard the health of pupils and staff, provide a dry, warm and safe learning environment, and improve the overall condition and energy-efficiency of the building.

Decision

RESOLVED:

1. That Cabinet approves the allocation of capital funding to the refurbishment works required at Oakwood Secondary School.  This will be funded from existing Education Capital Maintenance budget allocations for 2026/27 and 2027/28 and  s106, third party contribution. 

1. That Cabinet approves procurement of appropriate construction partners to carry out the works, in accordance with the Council’s Procurement and Contract Standing Orders.

1. That Cabinet approves delegation of authority to the Deputy Chief Executive, Executive Director of Resources and Section 151 Officer and the Director of Land and Property to authorise the award of contracts, up to +5% of the budgetary tolerance level.

Reasons for Decisions:

Approving the recommendations in this report will enable the Council to:

·         Provide a safe learning and working environment for the school’s pupils and staff.

·         Protect health and safety of pupils and staff

·         Maintain a suitable learning environment supporting better outcomes and learning opportunities

·         Improve the building’s energy efficiency

·         Strengthen the community’s identity and stabilise admissions

·         Maintain and protect the asset and provide a fit for purpose facility for future years.
