Purpose

Footway slurry seal is a low-cost preventative maintenance treatment used to extend the life of a footway, and is included as one of a number of services covered under the existing Surrey County Council (‘SCC’) Highways Term Maintenance Contract.

The Footway Repair Treatment Programme has a relatively high profile as footway condition is often more prominent to local residents and communities and the impact of completed work (to the expected standard) is well received and creates positive outcomes in those areas.

Footway Slurry is a weather dependent treatment and the window for delivery closes early to late November and doesn’t reopen until early March, and there are limited providers of this specific treatment.

The intention of this modification of contract is to increase the value of the current contract in line with grant funding secured from the Department for Transport, and to extend the contract term for a further year to March 2028.

This will increase a specialist resource in the SCC delivery programme, and reduce the potential risks of delays to the programme, including deterioration of the footways if not surface treated at this time.

Decision

Decision made:

It was AGREED that:

1. The contract term will be extended by 12-months to run until contract expiry on the 31st of March 2028.
2. The current contract will be increased in value by £1,400,000, from £800,000 to £2,200,000, to account for increased delivery volumes in the second contract year, as well as the addition of a third contract year.

The footway slurry programme is one of a number of services covered under the Term Maintenance Contract with Ringway who deliver this through a subcontract agreement.

There have been a number of challenges with delivering this programme over the past 18-months including but not limited to engaging and retaining the specialist resource.  In consultation with Ringway it was agreed that Surrey would directly contract an alternative contractor to provide additional resource in order to ensure delivery of the programme

Alternative options considered

The Highways service and Ringway have spent a considerable length of time reviewing alternative resources within the Ringway supply chain to get this programme delivered, however they have been unable to secure sufficient additional resource and therefore the decision was jointly taken for SCC to secure additional resource to get the programme delivered.
