Purpose
Effective parking enforcement on our estates is critical in
ensuring that: · Residents and permit holders have a place
to park in dedicated bays close to their homes, particularly people
with disabilities or restricted mobility and people who are carers,
pregnant or have young children. · Anti-social behaviour
caused or enabled by illegal parking is tackled effectively and
residents feel safe where they live. · Emergency vehicles
can gain access to estates, ensuring the safety of residents.
· Key council services, such as waste vehicles, can gain
access to estates. · Illegal parking is deterred and
responded to effectively. Enforcement of parking on estate (Housing
Revenue Account) land is currently undertaken by NSL through Lot 2
of contract: ‘Removal of Nuisance Vehicles and Parking
Enforcement Services’. The contract expires on 30 April 2025
with no option to extend. Through the programme of integrating
housing management services back into the council, it has been
assessed that the parking enforcement of estates should be
insourced and undertaken by LBTH Parking Services. The outcomes
that this will achieve are: · Improved customer satisfaction
and experience. · Improved and streamline the customer
journey. · Joined-up and standardised parking enforcement
for on-street and estate parking. · Bringing back parking
enforcement services for residents of our council homes back into
public hands, achieving an “in-house” first approach in
accordance with the Council’s Strategic Plan.
· Improved organisational resilience within enforcement
teams.
Improved efficiency, streamline structures and reduce
bureaucracy.
This report seeks agreement to bring parking enforcement services
for estates back in-house on 1 May 2025.

DECISION
1.
To agree that estates parking enforcement services (as
currently provided by NSL in Lot 2 of the contract ‘Removal
of Nuisance Vehicles and Parking Enforcement Services’) is
brought in-house on 1 May 2025.
2.
To agree that the first year of the Service Level Agreement
will be based in principle on the operational model set out in s3.4
and cost model set out in Appendix 1 to the report. Services will
be recharged to the Housing Revenue Account.
3.
To agree that the in-house service will include a removals
service for nuisance and abandoned vehicles and agree a Housing
Revenue Account recharge (subject to final decisions on the future
model of the car pound) of c£80K for this
service.
4.
To delegate final agreement of the Service Level Agreement to
the Director of Neighbourhoods & Customer Services and the
Director of Public Realm following consultation with the
Mayor.
5.
To note the specific equalities considerations as set out in
Paragraph 4 of the report.
