Purpose

The paper will outline proposals for the future design of Adult
Substance Misuse Treatment and Recovery Services within the
borough.

The paper will set out how we plan to deliver against local
ambitions, as set out in the Combatting Drugs Partnership Substance
Misuse Plan 2024 2027, for delivery of a world class treatment
system.

Recommendations within this report will outline both our path to
delivery of a Tower Hamlets service model as well as informing the
commissioning of new contacted services from October 2025.

DECISION

 

1.     
Approves the proposed Integrated
Drug and Alcohol Treatment system model, which includes the
co-location of the criminal justice team as an embedded delivery
partner in an integrated multi-disciplinary treatment
model.

2.     
Approves the continued core
investment level for the integrated treatment system at
£6,576,321 across contracted services and internal criminal
justice teams.

3.     
Authorises the Corporate Director
of Health and Adults Social Care in consultation with the Mayor, to
award a 3-year contract with the option to Page 252 in the report
submitted extend on a year-by-year basis for a further 2 years to
the winning bidder or bidders in accordance with the results of a
procurement process undertaken in 2025.

4.     
Approves the inclusion of a
dedicated allocation for the culturally specific recovery service
of £500k per annum to be delivered on an earlier timescale of
July 2025.

5.     
Notes the timescales for delivery
of a new fully integrated contracted model detailed in section
6.5.
