Purpose

This report
seeks approval of the Housing Management Service’s new
strategy on Data Management

The strategy sets out the Council’s vision and
framework for managing housing data across Tower
Hamlets.

RESOLVED that the Mayor in Housing
Management (Cabinet) Sub-Committee:
 

1.    
Approves the Housing Management Data Strategy.
 

2.    
Notes the equalities implications set out at s4 of the report
submitted.

Reasons for the decision

The development
and implementation of a Data Strategy for Housing Management was
identified as a priority during the inspection process by the
Regulator of Social Housing (RSH). Improving the management and use
of data across housing management services is a key part of the
council’s improvement journey. 

Alternative options considered

The council is
developing a corporate data strategy, and the council could rely
upon one overarching strategy to cover all services including
housing management.
 
However, due to
the momentum of the improvements within housing management
services, following the recent RSH inspection, having a specific
Housing Management Data Strategy is crucial for the service as it
addresses the unique challenges and requirements of housing
management that a generic Corporate Data Strategy may
overlook.
 
A tailored
strategy ensures that data related to tenancy lifecycles, repairs,
investments, and disposals is accurately captured, managed, and
utilized to enhance service delivery. This focused approach allows
for the development of specialized data workflows, governance
structures, and analytics that directly support housing management
objectives. By aligning with the specific needs of housing
services, the strategy promotes data quality, improves
decision-making, and ensures compliance with regulatory standards,
ultimately leading to better outcomes for
residents.
