Purpose

The council’s Waste Reception, Treatment and RRC Services contract will come to the end of the initial term on 31st March 2027. The contract includes an extension provision.

The council needs to make a final decision on whether to utilise the extension provision in the contract as a result of the contract extension negotiations that have been held with the contractor.
 

Decision

DECISION:

1. Agree the extension of the Waste Reception, Treatment and RRC Services contract for a period two years plus the option of a further two years. To delegate authority to the Corporate Director Communities and Head of Legal Services to execute the contract extension in consultation with the Mayor.
2. Agree that officers issue Cory new leases for Northumberland Wharf Waste Transfer Station (WTS) and Reuse and Recycling Centre (RRC) in accordance with the provisions set out in paragraph 3.47 of the report and Recommendation 1. To delegate authority to the Corporate Director Communities, Corporate Director Housing and Regeneration and Director of Governance and Legal Services (Monitoring Officer) to execute the new leases in consultation with the Mayor.
3. Agree that officers continue to work with Cory to maximise, monitor and report social value delivery throughout the contract extension period to leverage additional social value contributions.
4. Officers to provide detailed briefings on the social value to be delivered throughout the duration of the contract with Individual Social Value allocations to be subject to further consultation with the Mayor to ensure his aspiration of greater council control is obtained. Should negotiations on these issues fail to meet the Mayor's aspirations, a further decision report may need to be presented at that time. 
5. Request officers to report back to Cabinet regarding the utilisation of the remaining four years of the Waste Reception, Treatment and RRC Services contract extension at the appropriate time.

REASONS FOR DECISION: 

The current contracts for the treatment and disposal of waste will come to an end of its initial term on the 31st March 2027. To ensure continuity of service provision the council needs to make a decision on the length of contract extension to put into effect at this time.
