Purpose

That
£27,320.98 of s106 funding held by TWBC (pursuant of planning
reference 16/07023) is committed to supporting the provision of a
car club at Duncalf Road in the Hollyfields development in
Hawkenbury, Tunbridge Wells.  

Decision

RESOLVED –
 
1.   
That funding totalling £27,320.98 of s106
funding (Planning Ref: 16/07023) be committed to supporting the
providing of a car club car at Duncalf Road in the Hollyfields
development in Hawkenbury, Tunbridge Wells be approved.
 
2.   
That the s106 funding is transferred in one sum to
Co-Wheels (the contracted car club operator) in accordance with the
contract signed between the Council and Co-Wheels in September 2023
following a procurement process be approved.

 
3.      
That in accordance with the renewed Tunbridge Wells
Car Club agreement, Co-Wheels provides a car designated to the
Hollyfields development for 3 years and agrees to provide marketing
to local residents, in addition to a single one-year membership of
the car club and a single £25 driving time credit for the
first 40 households to occupy a property at the development, and a
free sign-up to the car club for one member of the each of the
first 155 households to occupy a property at the development to
register with the car club be approved.

 
4.      
That this car be based out of a designated space on
Duncalf Road provided by the developer, Berkeley Homes.  Berkeley Homes will be responsible for ensuring
that this space is maintained and its exclusive use for car club
purposes ensured as per the Owner’s Covenants pursuant to the
s106 agreement for the development be approved.
