Purpose

The
release of s106 money towards signage in the vicinity of Horsmonden
for the former Paddock Wood to Hawkhurst Railway line.  The Hop Pickers Line Heritage Group who usually
undertake these projects provided a costed scheme for the
installation of an information panel.

Decision

RESOLVED  -  That developer
contributions to the amount of £500 be released to Hop
Pickers Line Heritage Group (HPLHG), through Horsmonden Parish
Council for the purpose of contributing towards the implemented
signage scheme for access and interpretation along the former
Paddock Wood to Hawkhurst Railway line (planning reference
17/00763) be approved.

Reasons for the decision

To
agree the scheme in accordance with the S106 agreement and release
the developer contributions would enable the Borough Council to
reimburse Horsmonden Parish Council for the implementation of the
agreed scheme.

Alternative options considered

Do
nothing – The money would have to be repaid and the
reimbursement for the scheme would not be paid.  This would not be in accordance with the S106
agreement and Horsmonden Parish Council would be out of
pocket.
 
Other
options include seeking alternative ways to implement a scheme of
signage.  No other options are currently
available and such a scheme might not accord with the terms of the
S106 or the decision of the Planning Committee.
